Portugal has been digital nomad central for years thanks to the NHR (Non-Habitual Resident) program, which offered 20% flat rate for qualifying professions and 0% on most foreign income. NHR ended on January 1, 2024, replaced by IFICI (Incentivo Fiscal à Investigação Científica e Inovação). IFICI keeps the 20% flat rate but narrows eligibility to specific sectors: tech, research, biotech, and a few others. If you're a software developer or data scientist, you likely qualify. Beyond IFICI, standard progressive rates range from 14.5% to 48%. Social security for self-employed is 21.4% on 70% of income — effectively about 15%. Portugal taxes worldwide income if you spend 183+ days here, and the D8 digital nomad visa requires about €3,040/month for a 2-year residence permit. Lisbon is expensive now — €1,200+ for a 1BR in the center — but Porto and smaller cities are more affordable. One practical tip: get your NIF (tax ID number) before anything else. Portuguese bureaucracy runs on it. Filing is annual by June 30th, and a good accountant costs €60-150/month, which is deductible. Do not try DIY Portuguese tax filing unless you speak Portuguese and genuinely enjoy administrative suffering.
